Mobility Guarantee
In the event of delays and service cancellations caused by a participating transport company, you may switch to a taxi and have the fare reimbursed afterwards if your destination within the VGC tariff area would be reached more than 30 minutes later than indicated in the timetable using the planned means of transport, and there is no possibility to use other public transport to reach your destination. The currently valid daily VGC timetable is decisive, taking into account the generally provided time allowances for transfers (see: Timetable Information).
Eligible persons include holders of a monthly ticket or an annual subscription at the standard fare, as well as individuals with a severely disabled pass including free travel entitlement. Holders of season tickets for apprentices are excluded from this regulation.
Reimbursement can only be claimed once per journey. Taxi costs will be reimbursed up to 35 Euros per journey.
The passenger must submit a receipt issued by the taxi company along with the completed Mobility Guarantee Reimbursement Form to the VGC office or the responsible transport company within two weeks (this is a strict deadline). Reimbursement will be made by bank transfer. If several people use a taxi together, this must be noted accordingly on the taxi receipt. A reimbursement claim is required from each eligible passenger. Cash payment or offsetting against ticket purchases are not possible. Claims are excluded if the delay or service cancellation is not due to the fault of one of the transport companies cooperating in the VGC network. Delays due to force majeure (e.g., severe weather, traffic obstructions due to snow and black ice), accidents, bomb threats, strikes, and third-party interference with train, light rail, and bus services do not give rise to any claim for services under the Mobility Guarantee. Reimbursement is also excluded if the delay or service cancellation is due to the passenger’s fault or was known to them in advance.
It is also excluded if the delay is due to detours resulting from road or route closures that were announced on www.vgc-online.de.
Further claims arising from passenger rights in rail transport remain unaffected. However, claiming passenger rights in rail transport excludes claims under the Mobility Guarantee for the same incident.
The Mobility Guarantee exists independently of legally regulated passenger rights. However, claims arising from the same incident can only be made once.
